The blame-the-victim premise here assumes Gohmert is referring to an absence of God in the movie-goers lives. Another interpretation would be he is referring to an absence of God in the shooter's life. Which makes a lot more sense, at least from a Christian point of view. This is not to say that having a religion, exempts you from being a nutter, or that nutters won't continue to do things and claim they were directed by God. Rather Only that practicing a faith that requires you to love absolutely everyone significantly decreases the risk of committing premeditated mass murder.
